Aha and interesting conundrum for the would be Caldari Commando.
Firstly I would suggest, since I don't know if you have, develop your core skills such as Shield Extension, Recharge, and Regeneration as they will directly affect how long you survive in a fire fight.
As you are a Commando it serves you to be constantly aware of your role. You are not an assault, you do not move fast enough or you do not regen fast enough to be one. As a Shield Tanker you naturally have less total HP than Armour tankers.
What you do have is a damage bonus and a superior HP to most suits.
Your role in selecting Commando is to provide suppressive and covering fire. In your case at long range with your sniper rifle, and Rail Rifle.
If I were you I would play your Caldari Commando like I do my Amarr Commando. I would stick to defensive actions, hunkering down on objectives and protecting them from enemy attackers. While this might sound like a passive style of play it can be very rewarding when you develop your skills enough to hold objectives against 2-3 attackers.
Basically find yourself a position where you can position yourself for maximum long range efficiency. Snipe enemy threats from across the map and switch out to your Assault Rail Rifle or Rail Rifle for better close encounter support.
I promise you that once you find your niche in the Commando suit you will cut your deaths per match to one or two tops.....sometimes you won't ever die.
Here are some reccomendations I have seen other players using.
Caldari Commando- Adaptable Rifleman Rail Rifle Assault Rail Rifle Nanohive (Low reps high Ammo replenishment variety) 1x Damage Module 1x Shield Extender 1x Armour Repair
Caldari Commando- Ranged Support/ Point Defence Assault Rail Rifle Sniper Rifle (Tactical or Standard) Nanohive/ Active Scanner 2x Damage Module 1x Shield Regulator
Caldari Commando - Mobile Heavy Assault and AV Assault Rail Rifle/ Rail Rifle Swarm Launcher Nanohive 2x Shield Extenders 1x Armour Repairer or Regulator
The Adaptable Rifleman gives you the advantages of the standard Rail Rifles 95m Optimal Range and couples that with the 10% damage buff your suit gets at Lvl 5 Caldari Commando. It means at very long ranges you can harass and suppress the enemy and that at that range your only worry should be Laser Rifles. The Assault Rail Rifle offers you a more agressive option if your enemies can close the gap and keeps that Rail Tech damage bonus and moderate range.
The Ranged Support/ Point Defence is perfect for setting up in a vantage over and objective and in its defence offering you unmatched range with the sniper rifle, which receives a damage bonus adding to its stopping power. The ARR is for anyone who gets inside of the Sniper Rifles range and is difficult too target.
The Mobile Heavy Assault is all about being a part of that attacking wave. If you are impatient and the enemy is not coming to you then going to them is the only option. If you have to you might as well go packing some serious fire power. Stick to the rear of your attacking group, put lots of bullets down range. If your fire team is set upon by a tank or vehicle you also have the fire power to take that sucker down.
Module Selection- Personally you have 2 routes for your High Slots and IMO 2 options for your low slots.
High Slots-
Shield Extenders- If you want more HP to be more durable Damage Modules - If you want to be less durable but have more firepower
Low Slots-
Armour Repairer- Since you have low armour and few slots you will need some way to recover it. You can use Nanohives, but Armour Repairers are more reliable.
Shield Regulators- Reduce the shield depletion delay before recharge.....but cost your Total Shield HP.
Just remember to stay back, take your time and think about who you try to engage. You have plenty of shields, lots of fire power, but low regeneration and a very large hit box. Support your team by destroying enemies before they can even get in range, then sweep in with them and over whelm the enemy.
